Lynn Witham - Director.
With over 20 years parking experience, Lynn has worked at the City of Westminster and, between 1990 and 2002, was the Parking Office Manager at Wandsworth Council before leaving to set up Parking Associates Limited. Lynn is a past President of the BPA (British Parking Association) 2008 - 2009 and has been instrumental in developing the NVQ for parking administration staff as well as the BPA standard enforcement contract and the City and Guilds/BPA civil enforcement officer certification process. She is also an advisor for the Council for Administration, in respect of standards and qualifications for administrative staff, and has presented many papers to seminars and conferences. Lynn has been involved in the recent reviews of the parking industry and in the development of the statutory guidance to the Traffic Management Act, as well as the development of the BPA Sector Skills strategy for further qualifications for the parking industry. Lynn is experienced in auditing operations, CPE implementations, the preparation and letting of contracts for enforcement and IT, the implementation of best practice in parking operations, preparing policy documents, service development and strategy and training.
Jim Gales – Director.
Jim has worked in the parking sector since 1986, mostly as a consultant but also working for two of the IT systems suppliers.
As a parking consultant, Jim has advised many of the London boroughs and out of London authorities on their CPE operations, from initial investigation through to implementation and ongoing operations.
His skills include writing contracts, tenders and service level agreements, initiating tendering procedures, evaluating tenders, negotiating contracts, project management, planning and managing the implementation of CEAs, from the CEA application through to live operation.
Jim was a member of the British Parking Association (BPA) Executive Council for 8 years and has worked on many committees and working groups, including most recently the DfTs Statutory Guidance for the Traffic Management Act 2004.
Ian Stannard – Director.
Ian left the Metropolitan Police in 1990 to join Wandsworth Council as the Principal Parking Officer, where he worked for 12 years, managing a team of 55 processing staff and acting as systems administrator for the parking IT system.
At Wandsworth, both Ian and Lynn Witham were involved in implementing the first CPE operation, in July 1993 and were instrumental in obtaining the Chartermark award, the first such award for an entire parking service.
Ian has specialist knowledge of the legal and operational requirements of parking enforcement and the administration and use of IT systems. He is also familiar with the parking IT systems market and has prepared several specifications for this area and worked with authorities to implement and test systems. He has also worked with NPAS (now Traffic Penalty Tribunal) to design forms for the submission of appeals data.
Nigel Williams – Director.
Nigel, along with Lynn and Ian, formed Parking Associates in 2002.
He has served on the BPA Executive Council for several years, culminating in his being elected President for the 2005/2006 year.
Nigel chaired the Working Group that developed the BPA Model Contract for CPE and the Sector Skills Strategy. He has consistently championed the Institute of Parking Professionals and the development of qualifications and career progression for people working within the parking sector. He has worked as a contractor for over 20 years both in the UK and on the Continent, delivering services to public and private sector clients.
Nigel is non-executive Director of Parking Associates.
Kirsty Reeves.
Kirsty was employed by Sureway Parking Ltd (now Vinci Park UK) for a number of years where she has managed enforcement contracts, implemented new contracts and acted as Compliance Manager for the group.
In 2004 she joined WPS UK Ltd as their Sales Manager for the Cinergic IT enforcement system and, although the role concentrated on Sales, Kirsty was heavily involved in assisting with the development of the software including the notice issuing software to ensure compliance with best practice and legislation. On leaving WPS UK Ltd in 2005 Kirsty joined Parking Associates.
Kirsty has excellent experience in parking enforcement, training Civil Enforcement Officers and managing a fairly large enforcement contract. She has project managed the set up of large enforcement and processing operations.
Gareth Morgan.
Gareth joined Parking Associates in 2003 having worked with his colleagues Lynn and Ian at Wandsworth Council. He has extensive experience of notice processing and managing an enforcement operation, he acted as temporary parking manager at St Albans Council for a period of 18 months following CPE implementation (as a consultant employed by Parking Associates). He has carried out a number of audits on enforcement operations (both on-street and back office), implemented quality systems and has an extensive knowledge of parking IT systems. Gareth has also devised and delivered a number of training courses and has provided on-going management support to several local authorities.
